KALAMAZOO, Mich. (WOOD) - The victim knocked from his bike and severely beaten by a large group of teen-agers is a mentally ill man riding a bike home after visiting his mother, his brother told 24 Hour News 8. Police continue to search for the suspects. If you have information about this incident you are asked to call police at (269) 337-8994 or Silent Observer at (269) 343-2100. Public Safety officers said the incident was one of at least three involving large crowds Tuesday evening.
A 50 year old man riding his bicycle in Kalamazoo Michigan was brutally attacked and hospitalized. A relative of the man says he is mentally ill and tri-racial (part white, part black, and part American Indian).
You won’t hear this from “the mainstream media” but the attackers were a mob of 40-50 black youths. A witness says some of the attackers were as young as 12. The victim has a fractured skull and had to be put in a medically induced coma.
If the attackers had been white, this would be the single largest news story in the nation right now. The media would be screaming that the attackers were white over and over. However, since the attackers were black it is confined to the local city media and none will even mention the race of the perpetrators.
Police say this was only one of three incidents involving large crowds of “youths” Tuesday night! CONTINUED...
He identified the victim as Timothy Stafford, 50, who lives not far from where the assault took place just before 7 p.m. Tuesday.
Stafford was in critical condition at Bronson Hospital, police said. His brother said he remained unconscious and on a ventilator. He said he had stitches around an eye and on his forehead, as well as severe facial swelling.
Leonard Stafford was at the Kalamazoo Department of Public Safety Wednesday to speak with detectives about the attack. He said the attack makes no sense, and he called on those responsible, or at least those who witnessed it, to come forward.Police said Stafford was riding his bike at Westnedge Avenue and Frank Street when as many as 50 teens knocked him to the road. They struck him in the head with a bottle and kicked and punched him several times as he lay in the street, police said. A suspect took off on the victim's bike, but police later recovered it on Ada Street.
Lt. Tim Hemingway said police expected that the unusually warm weather, with temperatures reaching the 60s, would lead to large crowds and potential violence. They responded by more than doubling patrols citywide -- from the usual 13 officers during the day to about 28, he said. About half of those were working on the north side of the city, where the attack took place.
In fact, he said, officers were around the corner at the time of the attack.
Less than an hour later, a fight broke out between young women after a large group had gathered in the 700 block of North Westnedge Avenue, police said. Police arrested one woman on marijuana and disturbing the peace charges.
A short time later, police watched as one of the women approached a group and tried to attack another woman, police said. Officers said they scuffled with the woman before subduing her and finding a foot-long serrated knife in her coat sleave. The officers suffered minor scratches during the fight; the woman was not injured, police said. She faces charges of fighting, resisting police and weapons possession.
About 7 p.m. in the area of 1000 N. Church St, police responded to reports of large crowds and gunfire . A 17-year-old man apparently was struck by a ricocheting bullet fired from a semi-automatic handgun but was not seriously injured. Police said they arrested a 27-year-old man in the shooting.

If the Mexican government were to fail and collapse into chaos, it “could represent a homeland security problem of immense proportions to the Untied States.” According to the report, Mexico’s “government, its politicians, police, and judicial infrastructure are all under sustained assault and pressure by criminal gangs and drug cartels.”

Still think the 'Stimulus Bill' is for you?
Call it the Paulson Principle, Part Deux. Under the now thankfully-departed Treasury secretary, we got the first bailout for the undeserving – essentially, members of his own Wall Street class. Now comes the Democratic codicil to the P. Principle. It’s a massive bailout and expansion of the public-sector workforce as well as quasi-government workers in fields like health and education. Not so well-rewarded – except for expanded unemployment benefits – will be those suffering the brunt of the downturn, such as construction and manufacturing workers, whose unemployment is now heading north of 10%. Indeed, a close look at the current stimulus plan shows that as little as 5% of the money is going toward making the country more productive in the longer run – toward such things as new roads, bridges, improved rail and significant new electrical generation. These are things, like the New Deal’s many construction projects, that could provide a needed boost to our sagging national morale. Instead, we are focusing once again on those who have been getting the best deal for doing the least. The Bureau of Labor Statistics reports state and local government workers get paid 33% more than their private sector counterparts. If you add in the pensions and other benefits, the difference is over 40%. In New York alone, public-sector wages and benefits since 2000 have grown twice as fast as those of the average private-sector worker. Egregious stories of overpaid public workers are legion. In suburban Chicago, for example, some school administrators are making over $400,000 with benefits and incentives. Recent reports out of Boston suggest hundreds of firefighters and police officers make well in excess of $100,000 a year. And of course, there are the California prison guards who can make upwards of $300,000 a year with overtime. Of course, most public sector employees are not so lucky. But, for the most part, these workers enjoy protections, like health care for life, that most others could only dream about. Many also have pensions that allow them to retire in their 50s, while some of us will be hod-carrying well into our 70s. This all means that the potential price tag for swelling the public workforce could ultimately run into the trillions, a number Washington and Wall Street now use the way we used to talk about billions. At very least, we should be asking new public workers, or those whose jobs are being bailed out by the stimulus package, to make the kind of sacrifices demanded, say, of those working at General Motors. We could, for example, make them wait ’til age 60 or even 65 to retire. To no one’s surprise, much of this favoritism has to do with party politics. The basic truth is that auto and other industrial workers, like those in construction, have become somewhat expendable in the eyes of some Democrats – in part because they do not always follow the party line. In contrast, public-employee unions are the politically correct rock upon which much of the party now rests. This oversized influence is relatively recent. Yet as private-sector unions have waned, those in the public sector have waxed. They have been able to extort enormous benefits out of City Halls, counties, states and, of course, Congress. In the process, they have become – like the Wall Street financiers before them – a kind of privileged class. In the case of some Chicago garbage men, they often don’t work anything near 40 hours a week but are paid as if they did. Others engage in elaborate schemes to take advantage of injuries, real or imagined. Who would have thought that punching tickets for the Long Island Rail Road would be so hazardous that many retired employees use these "injuries" to collect disability money – in order to play golf or take another job? This can all get very expensive, especially given the poor immediate prospects that the stock market can finance these additional pensions. Some day the millennial generation should initiate a class action suit for placing this unconscionable burden on them. Right now, though, there’s little reason to expect President Obama and the majority Democrats will change direction. The public sector unions are often among the largest contributors to Democratic campaigns. They have also cultivated strong ties with the Washington media – some of whom, like The Washington Post’s Harold Meyerson, have argued over the years that these public workers are increasingly synonymous with the future middle class. There’s certain logic to this. Insulated from global competition, public employees have the ability to ratchet up their demands almost without serious limit. After all, even the most radical Republicans are not proposing to have the postal system transferred to Vietnam. We certainly don’t want to outsource our police services to China or Russia. So what’s not to like? Well, nothing – if the Roman Empire or China’s Qing Dynasty is your idea of a historical role model. Those regimes epitomize what happens when most of a nation’s wealth goes to support an ever-expanding bureaucracy and associated private-sector rent-seekers at the expense of both private commerce and public infrastructure. Look in the dictionary under the word decline. We can already see its early signs. Across the country, cities are being forced to choose between maintaining their basic infrastructure and honoring the medical, retirement and other pension obligations owed to retired public workers. The head of the Atlanta Fire Fighters’ Pension fund described groups like his as "the 800-pound gorilla in the room." This primate has the power to stomp on the ability of states, cities and counties to put money into improving much of anything or even considering lowering taxes. Over time, though, one can hope President Obama will adjust his course. At some point, the middle- and working-class stiffs in the private sector – unionized or not – will question a stimulus that neglects their aspirations at the expense of protecting the imagined rights of yet another privileged class. Individually, public employees may not be as noxious as John Thain, but there are more of them. And over time, they could cost us even more. As a charismatic leader with strong union support, Obama could try to pull a "Nixon in China" and insist on reforming the benefits enjoyed by public workers as a condition of federal help. He wouldn’t be the only leader attempting a return to sanity. The idea of challenging public sector privilege has gained some currency in Ireland and France, as well as among the Liberal Democrats in the U.K. Such a bold initiative would earn President Obama not only gratitude from private sector workers but also posterity. But it would take courage, too; the mere suggestion of reform could result in a rash of strikes (as in Greece) and ceaseless yammering from union lobbyists and their allies on Capitol Hill. Of course, public-sector unions and their supporters will argue that they constitute an important part of the nation’s middle class and that their benefits are therefore sacrosanct. Yet it’s increasingly evident that this strata of middle-class workers live in a different reality than typical private sector shmoes. As George Orwell suggested in Animal Farm, it seems some animals are more equal than others.
Obama's "Stimulus Plan" has nothing to do with creating new jobs or helping working-class people. It all has to do with government favors, greed and kickbacks. Unemployment is now at 10%. Will handing out $250 Million to rich Hollywood movie producers help you find a job?...M

Students 'force-fed Spanish' in Social Studies: Parents Angry

This is the new America. Students are forced to learn and speak the Spanish language, a foreign language, in their very own country.
WAUNAKEE, Wis. (AP) -- Some Waunakee parents are objecting to the school district teaching students about Wisconsin history in Spanish. This is another good reason parents should seriously consider homeschooling their kids!....M
The Waunakee School District teaches students in first through fourth grades Spanish by having them use the language in social studies lessons for 30 minutes three days a week.
Parent Keith Wilke says he and others believe their children are being "force-fed Spanish."
Wilke says a large part of the social studies instruction is in Spanish and the children don't understand it. His daughter is in fourth grade, where Wisconsin history is covered.
Superintendent Randy Guttenberg says he understands parents' concerns about teaching complex subjects in Spanish and the classes are being monitored.
School district leaders will meet with parents Thursday night to discuss the issue.

Woman booed for asking Obama a tough question
Obama got at least one biting question during a candid question-and-answer session, when a woman who identified herself as Tara took Obama to task for some of the tax lapses of his high-level nominees.
"You've come to our county and asked us to trust you, but those that you have appointed to your Cabinet are not trustworthy and can't handle their own budget and taxes," she said. Others in the town-hall session booed her.
The woman asking the question must not have known that it's become very racist and un-American to ask tough questions of our "leaders".

Obama seizes direct control of census! Welcome to Socialism
The first US census was taken in 1790 under Secretary of State Thomas Jefferson. Since the information is used for the allocation of congressional seats, Thomas Jefferson deemed it extremely important that the census be conducted free of partisan influence! Now Obama has unilaterally seized control of the 2010 census and put the White House directly in charge. The census will be run directly out of the office of far-left White House chief of Staff Rahm Emanuel. Remember how Obama paid millions to ACORN during the presidential campaign? ACORN in turn filed possibly millions of fraudulent voter applications in heavily black precincts. That way crooked election workers could “vote” the fraudulent entries at the end of election day. Adding an untold number of phony Obama votes. (In Indiana, and North Carolina in particular, the last 4-5% of precincts to report were almost all black precincts who turned in astronomical numbers of Obama votes and turned the tide from McCain to Obama at the last hour.) The group had a long history of involvement in voter fraud, and Obama knew it! ACORN is currently under at least 14 different investigations. Investigations that many in ACORN believe Obama’s new appointees will help scuttle. What is else is Obama capable off? Many many more powers will Obama unilaterally grant to the White House. According to MSNBC, the White House is citing “minority groups’ concerns” for taking over the census. Will the Obama White House cook the books to create more “black” congressional districts for 2012?

Public schools are getting worse for white students by the day. In the past CofCC.org has documented cases like this all over the country. In many public schools that are overwhelmingly black, white students can not even go to the bathroom at school. Black students loiter in the bathrooms and attack white students in large groups when a white student enters the room.

7 black Houston firefighters sue, say city exam is 'racist'
Seven black Houston firemen, who failed to meet qualifications for a promotion, are suing the city. They claim that since they are black, they should be promoted anyway despite failing a test multiple choice test.
The Houston fire department already altered the promotion procedure in 2005 to make it easier for blacks with seniority to jump ahead of better qualified whites with little or no seniority.
Houston’s left-wing newspaper, the Chronicle, blamed everyone but the firefighters themselves. The seven firefighters want promotions, back pay, and unspecified damages.Whites have to take the EXACT SAME EXAM that blacks have to take. So, where's the so-called "discrimination"! Just because they weren't smart enough to pass doesn't make it a "racist exam"! “This is systemic discrimination,” said the firefighters’ attorney, Dennis Thompson. “Selection rates for African-Americans are abysmally smaller than for white candidates.”(I tell you what is really "systemic discrimination", Affirmative-Action, that's what!...M) City Council on Wednesday delayed consideration of a request by the city attorney’s office to spend up to $197,000 on an outside law firm to defend the city against the federal lawsuit, which was filed in August. The council is expected to take up the request next week. Firefighters trying to attain the rank of captain and above in the Houston Fire Department must take a 100-question multiple-choice test. Numerous studies show that blacks as a group do less well on high-stakes tests, Thompson said. He said fire departments should use cognitive tests only as a pass-fail benchmark and also should focus on performance exercises and other criteria. “We don’t do as well on these multiple-choice tests,” said Capt. Otis Jordan, president of the Houston Black Firefighters Association. Jordan and the HBFA are not part of the suit. “I compare fighting a fire, riding an apparatus, to playing football. Your best athlete might not be the straight-A student.” (Notice the name of that organization? the BLACK Firefighters Association. And Whites are called "racists"!?!...M) HFD has about 4,200 firefighters and paramedics. Roughly 700 are black, Jordan said. Senior Assistant City Attorney Timothy Higley declined to comment on the substance of the lawsuit, but he said the case was complex. “It’s all about the testing system in the Fire Department, so it’s going to require quite a bit of analysis,” Higley said. “Analysis about the validity of the testing program (and) whether the testing program is valid in the sense that it tests people for what is necessary in order to be (an officer).” Kevin Michael Foster, an education anthropologist at the University of Texas at Austin’s College of Education, agreed that research has demonstrated a test score gap between blacks and whites. There are several theories about why, but a primary explanation has to do with minority students disproportionately receiving inferior educations compared to whites, he said. “If you are African-American, there is a greater likelihood that throughout your academic career you have been taught by teachers of less experience, you have been taught in settings of low-performing schools,” Foster said. (Oh, brother! Give me a break!..M) During standardized tests, minorities are also vulnerable to performance anxieties that stem from cultural stereotypes, Foster said. The result, he said, is that historically marginalized groups often do worse on tests, especially “high stakes” tests that affect one’s livelihood or future life path. (What a crock!) While officer promotions once heavily emphasized the written test, HFD’s system was adjusted in 2005 as part of a collective bargaining agreement, said Jeffrey Caynon, president of the Houston Professional Fire Fighters Association Local 341. There has been only one testing cycle since the change, he added. The new system ranks candidates based on a 122-point system: 100 points possible from the multiple-choice test, and other points awarded based on seniority, college or graduate education, and level of state fire certification. When vacancies occur, candidates are promoted from the top of the list. Promotions in the lower ranks still use the old system of 100 points for a written test and 10 points for seniority, for a maximum of 110, according to Assistant Fire Chief Bill Barry. The lawsuit seeks promotions to captain or senior captain for the plaintiffs, back pay and damages.

Famed analyst Robert Rector of the Heritage Foundation has just released an estimate that the stimulus bill on the Senate floor would provide construction jobs to roughly 300,000 illegal aliens.
A Heritage Foundation release states that the travesty could be largely avoided if the Senate would adopt an amendment similar to one that passed the House requiring all recipients of stimulus money to use the E-Verify system.
Sounds crazy but that is just business as usual.
- While hundreds of thousands of American construction workers are unemployed, businesses across America continue to employ illegal aliens and will be allowed to use Stimulus money to hire hundreds of thousands more illegal aliens.
- The Chamber of Commerce and the U.S. Conference of Catholic Bishops are lobbying the Senate to ensure that businesses can use Stimulus money to hire illegal aliens.
- Nearly every national Hispanic advocacy group is lobbying the Senate to ensure that illegal aliens have the same access to Stimulus jobs as unemployed Hispanic American citizens.
It’s a crazy world. Will the Senate endorse insanity or pass an E-Verify amendment?
I can guarantee you that the Senate will choose insanity and the outlaw businesses that hire illegal aliens instead of unemployed Americans — unless you contact your Senators and let them know that you know they have a choice.

LOS ANGELES (AP) — "Girls Gone Wild" founder Jewboy Joe Francis was arrested in Los Angeles after he showed up five hours late for a court hearing in his tax evasion case.
When the adult-video entrepreneur finally appeared in court Monday afternoon, he told the judge he was suffering from the flu. Francis' attorney Melissa Weinberger says U.S. marshals then handcuffed Francis and took him away.
Francis is accused of claiming more than $20 million in bogus business expenses on his corporate tax returns, including $3.8 million for a home in Mexico and $10.4 million in phony consulting services. He has pleaded not guilty to two counts of federal tax evasion.
The hearing was to consider a request from his tax attorneys to recuse themselves.

A variety of articles in the journal addressing “Middle East Policy and the Next President” and “Iran, Iraq and Beyond,” make it clear that JINSA—best known as a nest of the infamous “neo-conservatives” who misdirected U.S. foreign policy during the outgoing Bush administration, sparking the war in Iraq and continuing to clamor for action against Iran—wants Obama to pursue Bush-style policies.
AIPAC is particularly obsessed with using U.S. military and economic power to force Arab and Muslim nations to “reform” from within. Talk of “democracy” flows freely within AIPAC’s assorted essays, demanding that Israel’s neighbors conform to the Western version of democracy. But when the Palestinian people voted the Hamas movement into power in the Palestinian Authority in the occupied West Bank and the Gaza strip, AIPAC and other elements in the Jewish lobby immediately began calling for the United States to reject that freely elected government.
Now, of course, Hamas is largely only in control of the beleaguered Gaza—which many refer to as “ghetto”— and the Palestinian statehood movement has been eviscerated, at least for now. This makes AIPAC and the lobby for Israel quite happy, for Israel has long encouraged U.S. policies—and helped create conditions—that have the effect of “divide and conquer” in the Arab and Muslim world.
Israel is not like any other nation in the world, in that it seems to thrive best (and enjoys the benefits of) having its neighbors quarreling among themselves and rent within. Other nations prefer neighbors that are peaceful and internally secure. Israel wants its neighbors in chaos, because this prevents them from waging war against Israel, either individually or united. And although in the wake of the debacle in Iraq, which led many Israelis and their allies in the United States to suddenly proclaim that the Iraq war should never have been waged, the fact is that Israel and its U.S.-based agents-in-place were the prime movers behind that war and it was Israeli intelligence that was providing what critics now recognize was the “bad intelligence” that led the Bush administration to “mistakenly” conclude that Iraq was working toward an assembly of nuclear weapons to rival that of Israel.
The Israelis and their American spokesmen evidently now believe that if they tell the “big lie” often enough—the lie that Israel’s interests played no part in orchestrating the debacle in Iraq—that it will make Americans forget that Israel was the foremost advocate of the war in the first place.
However, the evisceration of Iraq by the United States is part and parcel of a long-standing Israeli national security policy aimed toward “balkanizing” the Muslim world.
Yet, AIPAC, in its journal, is now working to perpetuate the myth of Iraqi nuclear weapons and suggesting that Iraq’s weapons were transported into Syria, another nation which has been on the “wish list for war” of Israel and its lobby in America. And AIPAC makes it clear that the destruction of Iran’s nuclear development program is a “must.”
AIPAC is not the only Israeli lobby unit sending the message to the new president. Commentary magazine, long affiliated with the American Jewish Committee, has—in recent issues—been trumpeting a similar bellicose refrain directed at Obama. The editorial director of the Jewish lobby journal is John Podhoretz, a longtime close personal and political associate of the ubiquitous William Kristol, editor of the Weekly Standard magazine, which is the most infamous voice of the neo-conservative, hard-line pro-Israel elements operating in the media, in the think tanks, and in official policy making and national security and intelligence circles in Washington.
Their fathers, Irving Kristol and Norman Podhoretz, are two of the founding fathers of the neoconservative network, both Trotskyite Marxists who announced their “conversion” to conservatism during the latter days of the Cold War, banging the drum for intensified U.S. support for Israel.
A complete overview of the neo-conservative power structure and its rather bizarre origins in the days when American Jewish communists like Kristol and Podhoretz turned on the Soviet Union when then- Soviet chief Josef Stalin began moving against Jewish and Zionist elements inside Russia can be found in The High Priests of War and The Judas Goats, two works by this author.
Whether President Obama intends real change, as he promised, or whether he will advance the Israeli agenda (which saw its power expand exponentially in the Republican administration of George W. Bush) remains to be seen. But “the lobby” is making its voice heard and Obama knows that he better not ignore it.
Nurse Suspended for Offering to Pray for Patient
A Christian nurse in Britain may soon be fired for offering to pray for her patients’ recovery. Caroline Petrie has been suspended and faces disciplinary action because her employer claims she failed to show a “personal and professional commitment to equality and diversity” when she suggested the prayer, the London Telegraph reported.
(Would they have disciplined a Jewish nurse for offering to pray for her patient? I seriously doubt it!....M) “I simply couldn’t believe that I have been suspended over this,” she told the Telegraph. “I knew I hadn’t done anything wrong. All I am trying to do is help my patients, many of whom want me to pray for them.” “It was around lunchtime and I had spent about 20 to 25 minutes with her,” the nurse said. “I had applied dressings to her legs and shortly before I left I said to her: ‘Would you like me to pray for you?’” The patient said, “No, thank you.” Shortly afterward, Petrie’s employer contacted her and asked her why she had offered the prayer. The patient, a woman in her late 70s, had complained to the trust. Another nurse approached Petrie the following day and told her the woman had been surprised by the offer. Petrie apologized and asked if she had offended the patient. The nurse replied, “No, no. She was just a bit taken back. You must be aware of your professional code of conduct. I would be careful.” But that wasn’t the end of it. Petrie returned home to find a message on her answering machine. She was suspended without pay on Dec. 17 and forced to attend a disciplinary meeting. Petrie was instructed to participate in an equality and diversity course.

Pay-per-mile Gas tax in Oregon
Oregon politicians are fuming that high mileage cars cause people to buy less gasoline, thus pay less gas tax. Democratic Gov. Theodore R. Kulongoski has a remedy. Force every citizen to install a gps tracking device in their car and tax ever single mile they drive.

That drop, caused by lower fuel consumption and a slowing economy, has prompted Oregon to consider a new way to pay for road repairs: Democratic Gov. Theodore R. Kulongoski's upcoming budget calls for a highway tax based on mileage, not gasoline purchases.
The plan still requires legislative endorsement and the full details could take several years to work out, but state analysts said the governor's endorsement is a crucial step toward solving what has become a problem in many states: dependence on a gasoline tax.
"This is a way to try to develop a fair funding mechanism that we're going to have to have if we're going to be aggressive in terms of looking at electric cars and hybrids and plug-ins and all those options, and at the same time continue to invest in our roads and infrastructure," said Rem Nivens, the governor's deputy communications director.
Jim Whitty, manager of the state transportation department's office of innovative partnerships and alternative funding, said the state already faces a $10-billion shortfall in financing transportation projects, and the number will climb unless the decline in gas tax revenue is addressed.
Only a major rethinking of highway finance can keep Oregon from running seriously short of transportation funding as early as next year, state officials say.
While Oregon appears to be out in front in looking at a mileage fee, several other states, including Ohio, Pennsylvania, Colorado, Florida, Rhode Island, Minnesota and Texas, have also expressed an interest in phasing out the gas tax in favor of charging motorists for how much they drive.
In Oregon, some drivers protest that the plan would discriminate against rural residents who may have to drive several miles just to get to the grocery store; create potential inequities compared with drivers from out of state; and raise privacy concerns, with Big Brother keeping a satellite watch over where everyone is driving.
"What's next? Tattoo numbers on your forearm?" wrote one commenter at Oregon Catalyst, a conservative website.
Jason Williams, executive director of the Taxpayer Assn. of Oregon, said: "This is just another wide-eyed government experiment that's going to fail and cost the taxpayer a lot of money. We basically see it as the next big boondoggle of 2009."
While the GPS mileage-counters could be programmed not to regularly report a vehicle's location, that wouldn't entirely eliminate privacy concerns, Williams said. "The fact that they tag your car to a certain place at a certain time means they're tracking your movements. So what happens in a divorce court when the wife tries to track where her husband was, or a boss tries to make sure you were where you were supposed to be?"
Some Oregon businesses have been eager to take advantage of the state's substantial tax credits for shifting to energy-efficient vehicles. The governor's proposal to expand the tax credit for electric cars to up to $5,000, combined with new federal subsidies, could allow Oregonians to save up to $12,500 on the purchase of an all-electric car.
Portland's Hot Lips Pizza already has converted five of its 14 delivery vehicles to all-electric, "and we're looking at definitely increasing that number," in part because some customers now specify that they want their pizza delivered in an electric car, said Lou Hijar, director of operations.
He said the company has not calculated how a mileage fee rather than a gas tax would affect its expenses, but is ready to look at the proposal. "We're always looking for the better mousetrap," he said.
State officials say they are committed to minimizing concerns about privacy and about inequity before implementing any mileage-based idea.
In a Portland trial program in 2006 and 2007, about 300 cars were equipped with GPS devices and every time drivers bought gas, they were charged 1.2 cents a mile -- about equivalent to the state's 24-cents-a-gallon tax assuming a vehicle that averages 20 miles per gallon.
"They drive up to the pump and there's a mileage reader there, very much like a modern toll reader, which identifies the car as a mileage fee payer, and the total mileage driven in each zone is transferred by a wireless radio frequency that goes into a database, and the mileage fee rates are applied," Whitty said.
In Kulongoski's proposal, GPS devices would be installed only in new vehicles, and would monitor mileage only on Oregon roads. Drivers from outside the state would pay the standard gas tax, Whitty said.
The monitors could also allow the state to charge higher fees for rush-hour travel in congested areas, Oregon officials say. Seattle recently conducted such a trial with GPS and found that drivers were much less likely to enter congested areas when charged to do so.
California has also looked at mileage fees, but "we're still talking. We're not there yet," said Elizabeth Deakin, professor of city and regional planning at UC Berkeley.
She said the increasing variation in vehicles' fuel efficiency has impelled the national debate over how to pay for transportation expenses.
"A vehicle that gets 20 mpg pays more gas tax, but doesn't actually use that much more road than my hybrid does," she said. "I'm not paying much gas tax. I'm getting kind of a free ride. Of course, you can say that's not a bad thing, because it gave me an incentive to pay more money for the hybrid."
Mileage fees don't have to involve GPS trackers, Deakin said. They could be as simple as submitting periodic odometer readings -- when renewing car registration, for example -- or setting an estimated average that everyone would pay. (In the latter scenario, drivers could be invited to prove they drove less, and car sellers could be charged if their odometer readings were higher than they should be.)
Whitty acknowledged that he thinks Oregon "won't be able to complete this without assistance from the federal government, or a consortium of other states," because of such complications as the GPS cost to manufacturers for cars sold in Oregon; the likelihood that some Oregonians would just go out of state to buy cars without the GPS; and the potential inequity with drivers from out of state.
"We know what we need to do," Whitty said.
"Now the other states have to decide whether they want to use our system or try their own."

Another hint of things to come in the Age of Obama: Israel appears to be calling the shots more than ever. Shortly after the Vatican showed some independence and disapproval of Israel’s latest atrocities against civilians in Gaza, US law enforcement has suddenly decided to re-investigate the whole pedophile priest business. (In other words, Israel is saying "don't ever talk bad about us or you will pay!" It's called 'Jewish Supremacy'....M)
While the Catholic church sex scandal was an incredible disgrace, it resulted entirely from liberal “new age” tolerance of allegedly non-sexually active Gays in the priesthood. A large percentage of Gay men however are prolific pedophiles and a few Gay priests have victimized hundreds of innocent boys, cost the church hundreds of millions of dollars in lawsuits and severely damaged the reputation of the Church.
While the pedophile priests and those who covered up for them deserve all the legal trouble in the world, it’s curious that the US government has suddenly decided to bring up this issue after the recent Vatican-Israeli dispute.
The Wall Street Journal reports: “Federal authorities are investigating the Catholic Archdiocese of Los Angeles to see whether top church officials tried to cover up the sexual abuse of minors by priests…A federal grand jury has issued subpoenas and begun calling witnesses in the probe, which began late last year, said this person. The investigation is still in its early, fact-gathering stage, and it isn’t known whether any criminal charges will result. J. Michael Hennigan, a lawyer for the archdiocese, said in an email on behalf of church officials: ‘The Archdiocese has received requests from the U.S. Attorney’s office for information about a number of individual priests, two of whom are deceased; none of whom remain in ministry.We have been and will continue to be fully cooperative with the investigation… Cardinal Roger Mahony, who heads the archdiocese, the largest in the U.S., has been criticized by victims’ groups for his past handling of sexual-abuse allegations against priests. The Los Angeles County District Attorney’s office has been investigating allegations of such abuses for several years. District Attorney Steve Cooley criticized the archdiocese in 2007 for its institutional moral failure to supervise predatory priests. A spokeswoman for the district attorney’s office said their investigation is still open.”.
Now, here’s the thing with this. Some years ago Cardinal Mahony paid out a stunning $660 million dollars–yes, you heard that right, $660 million–in a so-called “civil settlement,” most of which was of course sucked up by the attorneys for about 40 or so middle-aged men who were sexually molested by priests many years ago. The Catholic Church tried to deal with this mess by throwing money at it, like they were so many Democrats.
That was probably a mistake; when lawyers smell money it’s like sharks smelling blood. While it’s true that molestations took place, virtually all of these cases were well beyond the statute of limitations. The only practical way to prevent molestations in the future is to ban Gays from seminaries and weed them out of the priesthood, and it’s not entirely clear anyone has bothered to do this. What’s the point of paying millions in fines if a new generation of boy-molesters is in seminary schools right this moment?
After years of non-stop coverage of the pedophile priest crisis by the Jewish media, there is a danger that some “new victims” may arise who are hoping to win a rich settlement, and what jury is going to believe a priest nowadays after decades of demonization?
After the big payout several years ago the whole foul business dropped off the radar, as Cardinal Mahony had intended. But now all of a sudden it rises from the grave. Why? Let’s step back and look at the big picture.
In an effort to heal a long-standing schism in the Church, Pope Benedict XVI has recently lifted the excommunication of the Pope Pius X society, a traditional or Tridentine Catholic group. This included lifting the excommuncations of four bishops ordained by John Paul II’s conservative arch-rival Marcel Lefevre, including a British prelate named Roger Williamson who made the impolitic mistake of questioning the Holocaust in public and sticking up for the Palestinians of Gaza who have just been slaughtered in the thousands by Israeli artillery and missiles.
Williamson did in fact make a grovelling apology for his Holocaust heresy as a condition for lifting the excommunication, but apparently that wasn’t enough. In response the Chief Rabbi of Israel officially severed religious relations with the Vatican.
In a matter of days after the breaking off of Vatican-Jewish ties, there’s a grand jury in Los Angeles going after Cardinal Mahony himself this time. Mahoney may have to flee to the Vatican or hole up in a foreign embassy like Cardinal Midsenty of Hungary had to do for all those years to escape Stalin’s Communists. A major Jewish newspaper has given graphic details of the incredible power Israel holds over the American government. It also shows the height of Jewish chutzpah in quoting the Israel Prime Minister’s speech in which he actually boasted of his power to order the U.S. President as one would a dog.
Secretary Rice had worked hard to put together a call for a ceasefire and a “durable peace” by the U.N. Security Council which had the basic approval of the White House. At the last possible moment, the Council of Jewish Presidents and major Zionist organizations around the world decided that any sort of American approval of a ceasefire might give people the idea that Israel was waging a murderous, relentless war against the Palestinian people themselves. In fact Israel did wage a terrorist war against the people of Gaza, killing 1400, maiming at least 5000, at least 2/3 of the victims being civilian men, women and children.
In all my years studying political science, I have never heard of a U.S. President being pulled off a podium because of a phone call. But that is exactly what happened. While the President was in the middle of giving a speech in Philadelphia, he was dragged off the podium because the Prime Minister of Israel said he wanted to talk with him. Bush then obediently did what Olmert demanded and immediately contacted Rice relaying Olmert’s orders to abstain from the resolution that she and the White House had drafted. Here is the Jewish Daily Forward’s account of what happened.
It was in Ashkelon, in southern Israel, that Olmert gave a speech in which he said that on hearing of the draft that Rice had developed with her U.N. colleagues, he immediately called Bush, just minutes before the U.N. vote. He was told that Bush was giving a speech in Philadelphia and could not talk.
“I said, I don’t care; I have to talk to him,” Olmert told the crowd, which included reporters and TV cameras.
